It was, as previously established, total number of axles on the various classes of Saxon narrow gauge locos.

I 0-6-0T, so 3
II 0-4-4-0T Fairlie, replaced by coupling two class Is back to back, so 4 or 6.
III 0-6-2T with Klose articulation, so 4
IV 0-4-4-0T Saxon Meyer, so 4
V 0-8-0T, so 4
VI 0-10-0T, so 5
and VII 2-10-2T, hence 7.

I really wasn't trying to create a brain-bender from hell, honest. I figured everyone knows engines, and it wouldn't last more than a day...
