Well now you've made it look like that's something even I might manage... I'm going to have a rethink of my tipper methodology! They're just regular Binnies up top doing the tipping?

Absolutely. No modifications - just as they come (as long as you've not glued the buckets to the wagon chassis).

Would a common carrier like the PLR have allowed v-skips on their 'mainline'? In Aust. they were known as 'tumbling tommies' for good reason.

Good point. Mind you, operations on the PLR are fairly lax so I think they might get away with it. I'm basing operations loosely on the Southwold. They resisted having continuous braking and didn't possess a brake van so their mixed trains ran without a brake van at the rear. I'm hoping the relatively relaxed protocols of the Light Railways Act would allow them to get away with all sorts.....

Your railway, your rules, and and anyway I'm sure that somewhere there is an obscure amendment to the Act that would allow it in your case!
