I don't think it is a valve more like a 4 way joiner with one connection plugged, used to drain the system of sludge occasionally perhaps as it is on the lower side of the "tank".

Seems to be a set of steam-operated cylinder draun cocks.
So the middle piece should only be a joiner.
I would expect another joiner like that under the loco, where the pipes from left and right cylinder come together and the "real" valve somewhere in the cab.
